Fired Officer Testifies She Was Not the Orange-Clad Figure Near Epstein’s Cell

A newly released transcript has added fresh detail to the continuing questions surrounding the final hours of convicted sex offender Jeffrey Epstein and the surveillance footage from the night before his death on August 9, 2019, at the Metropolitan Correctional Center in New York.

In the transcript, Noel testified that he did not know who the orange-colored figure seen on surveillance footage was, saying he had not returned to the tier and had not been carrying anything orange. He also denied issuing anything orange to anyone in the Special Housing Unit, not only Epstein, but any inmate there. The testimony has drawn attention because it appears to address one of the lingering mysteries from the hours before Epstein was found dead in his cell.

The footage in question reportedly showed an unidentified orange-colored figure moving up a staircase at about 10:39 p.m. on the night before Epstein’s death. That image has long been a point of scrutiny because of broader concerns about what happened inside the prison unit that night and whether surveillance systems were functioning properly. Epstein, a wealthy financier and convicted sex offender, was later discovered dead in his cell.

Questions about the figure have persisted since earlier government reviews. A report from the Justice Department Inspector General had previously suggested that the mysterious orange figure may have been Noel, although the report did not present evidence confirming that identification. More recently, according to an FBI log of the CCTV footage, the figure could have been an inmate rather than a staff member. That interpretation has complicated efforts to determine exactly who was seen on camera and what role, if any, the person may have played in events surrounding Epstein’s death.

The surveillance record is also limited by technical failures at the facility. A 2023 report from the Department of Justice Inspector General said that a hard drive failure prevented most of the cameras at the Metropolitan Correctional Center from streaming on that night. That finding has continued to fuel criticism and suspicion about the adequacy of monitoring in the Special Housing Unit, where Epstein was being held.

Together, the transcript, the prior inspector general findings, and the FBI’s review highlight how unresolved the video evidence remains. The inconsistent descriptions of the orange figure and the failure of much of the camera system have kept public interest focused on the prison’s handling of Epstein in the hours before his death. Despite the new testimony, the identity of the figure on the footage and the full sequence of events inside the unit remain unclear.
