Brazil’s Finance Ministry Authorizes Civil Servant to Attend Leadership Course in Paris

Brazil’s Ministry of Finance has authorized a federal civil servant to leave the country for an international training program focused on women’s leadership, according to an official order published in the Diário Oficial da União on Tuesday, June 9, 2026. The approval allows audit and control federal officer Livia Farias Ferreira de Oliveira to travel to Paris, France, for the program “Immersive Program for Women in Leadership,” scheduled for June 15 to 19, 2026, with international transit planned for June 13 and 14. The trip will be funded by the public administration, meaning the federal government will cover the costs of travel and related expenses.
The authorization was signed by Elaine Raila Brito Amorim, acting deputy secretary for international affairs. Oliveira works in the Ministry’s Secretariat for International Affairs, where she is part of a team responsible for Brazil’s engagement with global financial institutions and bilateral negotiations. The ministry described the training as part of broader efforts to strengthen technical expertise and develop leadership capacity among its staff, especially in areas linked to international economic and financial policy.
The decision is based on federal civil service rules that regulate official travel and study missions abroad. The order cites Law 8.112/1990, which governs Brazil’s federal civil service, and Article 95 of that law, which covers assignments for missions or studies outside the country. It also refers to Decree 9,991/2019, which created the National Policy for People Development within the federal administration. These rules establish the legal framework for approving training trips and require that they be tied to the duties performed by the employee.
Under the “with costs to the administration” arrangement, the employee’s home office is responsible for airfare, daily allowances, and the maintenance of salary and other benefits during the period of absence. Such expenses are treated as an investment in workforce development and are included in annual agency budgets as part of the government’s strategy to improve public administration through professional training.
The ministry’s decision also reflects a wider policy trend aimed at expanding female representation in leadership positions across public institutions. The program in Paris is designed specifically for women in leadership, highlighting efforts to promote gender inclusion and management development within the federal government. Oliveira’s role as an auditor federal de finances and control places her in one of the federal executive branch’s most senior technical career tracks, with responsibilities related to oversight, transparency, and management of public resources.
According to the official process, identified as SEI 19995.006026/2026-81, the authorization underwent the standard review required for this type of professional development activity. Upon returning, the servant is expected to submit reports or certificates proving participation and showing how the knowledge gained can be applied in the ministry’s daily work. The measure follows the guidelines of Instrução Normativa SGP-ENAP/SEDGG/ME 21/2021, which sets criteria for employee development and prioritizes training directly connected to job responsibilities.
