Moraes asks PGR for opinion to add Flávio and Jair Bolsonaro to investigation

Supreme Federal Court Justice Alexandre de Moraes has asked Brazil’s Attorney General’s Office for a formal position on a request to expand an investigation involving federal deputy Lindbergh Farias, Senator Flávio Bolsonaro, and former President Jair Bolsonaro. The request seeks to determine whether Flávio Bolsonaro and Jair Bolsonaro should be added to a case centered on alleged coercion against Supreme Court justices by Eduardo Bolsonaro, who has already been accused in the broader matter.

According to the petition, Lindbergh Farias wants investigators to examine whether money allegedly provided by banker Daniel Vorcaro, owner of the now-liquidated Banco Master, for the production of a film about Jair Bolsonaro’s political career was diverted for other purposes. The deputy asked for a probe into whether those funds were used “in whole or in part” to finance what he described as an international campaign conducted by Eduardo Bolsonaro against Brazil. That campaign is said to be connected to the legal case involving Jair Bolsonaro over the alleged attempted coup after the 2022 elections.

Moraes said the inquiry should assess the specific possibility that funds formally intended for the film may have been partially or entirely redirected to support efforts involving international sanctions, visa restrictions, tariffs, and pressure against Brazilian authorities. The justice also referenced the need to request international legal cooperation with the United States to obtain financial, contractual, corporate, tax, immigration, and lobbying records related to the film project.

In addition, Moraes pointed to possible evidence involving payments to consultants, companies, law firms, or intermediaries abroad. The request mentions the possible examination of money laundering, irregular campaign financing, disguised electoral propaganda, off-book funds, criminal organization activity, coercion during legal proceedings, and an attack on national sovereignty.

Lindbergh Farias argued that there are signs the film may actually have functioned as electoral propaganda, with a release planned for mid-September, a period he described as highly sensitive in the political calendar. He claimed the production would portray Jair Bolsonaro in a messianic role.

The case gained momentum after The Intercept Brasil published audio messages in which Flávio Bolsonaro allegedly pressed Daniel Vorcaro about a supposed investment of 134 million reais in the film, with 61 million reais reportedly paid. The conversations were said to have taken place in September 2025, about two months before the first phase of the Federal Police’s Compliance Zero operation, which led to Vorcaro’s arrest.

Soon after, Flávio Bolsonaro acknowledged that he had also visited Vorcaro at his home in São Paulo while the banker was under house arrest with an ankle monitor, saying the purpose was to end the contract. In a statement, the senator said he met Vorcaro in late 2024, before any formal investigation existed, and approached him privately to secure investment for the film.

On Monday, PL party president Valdemar Costa Neto repeated Flávio Bolsonaro’s explanation for seeking funding and said the party remains confident in his candidacy.
